Temporary Paused on Low-Wage LMIA applications in Montréal Economic Region


In recent months, we've seen several important updates to Canada's temporary visa policies. On August 20, 2024, the Government of Canada announced a temporary suspension of new Labour Market Impact Assessment (LMIA) applications for low-wage jobs in the Montréal economic region. This includes areas such as Baie-d'Urfé; Beaconsfield; Côte-Saint-Luc; Dollard-des-Ormeaux; Dorval; Hampstead; Kirkland; L’Île-Dorval; Montréal; Montréal East; Montréal West; Mount Royal; Pointe-Claire; Sainte-Anne-de-Bellevue; Senneville; and Westmount.

Low wages worker - agricultural worker

Starting September 3, 2024, and continuing through March 3, 2025, LMIA applications for positions with wages below $27.47 per hour-the current median hourly wage in Quebec-will be suspended. However, there are some important exceptions to note:


  • Higher-Wage Positions: Jobs offering wages equal to or above $27.47 per hour are not affected by this suspension.

  • Pre-Submitted Applications: LMIA applications submitted before September 3, 2024, will still be processed.

  • Certain Industries: Positions in agriculture, construction, food processing, education, and health and social services are exempt from this suspension.


Low wages workers - Food manufacturing workers

This policy change is part of a broader effort by the Canadian government to ensure the TFW Program remains effective and fair. Earlier this year, additional measures were introduced to reduce the validity of LMIA approval letters to six months, aiming to streamline work permit processing and address concerns about fraud.
